Council Meeting Summary: June 25, 2024

The following is a summary of issues and matters that Council dealt with at the meeting held on June 25, 2024. A video recording of the meeting will be posted at Lakeshore.ca/TV

These highlights are not official minutes of the meeting and are meant solely for general communications. The approved minutes are the only official record of Council Proceedings and decisions.

Council:

  • Held a public meeting under the Planning Act and approved: 

    • Zoning By-law Amendment ZBA-04-2023 to amend Zoning By-law 2-2012 to rezone the lands legally described as Part of the South half of Lot 16, Concession North Middle Road, Maidstone, designated as Parts 3 and 5 on Plan 12R29682, being Part of the Property Identifier Number 75025-0056(LT), and known municipally as 1475 O’Brien Sideroad, from “Agriculture (A)” to “Agriculture Zone Exception 1 (A-1)”; and

    • Zoning By-law Amendment ZBA-05-2023 to amend Zoning By-law 2-2012 to rezone the lands legally described as Part of the South half of Lot 15, Concession North Middle Road, Maidstone, designated as Part 1 on Plan 12R29682, being Part of the Property Identifier Number 75025-0035 (LT), and known municipally as 1162 County Road 46, from “Agriculture (A)” to “Agriculture Zone Exception 1 (A-1)”. 

  • Received a presentation by StrategyCorp regarding a Service Delivery Review – Planning, Engineering and Building, and directed Administration to develop a detailed workplan and associated costing required to implement the recommendations and actions for Council’s consideration. 

  • Received a presentation by KPMG regarding outcomes of the 2023 Workspace Assessment, and deferred consideration of the report to a Committee of the Whole discussion at the July 9, 2024, Council meeting.  

  • Approved the Town Hall Main Floor Renovation and Operations Renovation Concept Plans; directed Administration to proceed to tender and/or award for both projects based on procurement bylaw requirements; and approved an additional $330,000.00 to be funded from the Facilities Reserve. 

  • Deferred consideration of the 2024 Town Hall Renovation and Implementation Plan information report to a Committee of the Whole discussion at the July 9, 2024 Council meeting. 

  • Received the OPP Detachment Board Annual Report for information. 

  • Directed Administration to advise the County of Essex that the Municipality of Lakeshore supports the draft plan of subdivision approval for River Ridge Phase 8 by 1156756 Ontario Ltd.

  • Approved Zoning By-law Amendment Application ZBA-09-2024 to remove the Holding Symbol 4 (h4) from the lands legally described as Part of Lots 4 and 5, Concession East of Puce River, Geographic Township of Maidstone, Lakeshore, designated as Part 11 on Reference Plan 12R-21144, being part of the Property Identifier Number 75005-2102(LT).

  • Adopted By-law 70-2024, being a By-law to Adopt a Customer Service Policy; directed Administration to expand the software and service scope of PSD Citywide as presented with costs of $208,000.00 including first year licensing and implementation; pre-approved a Digital Transformation and Cloud Services operating budget increase of $75,000.00 in the Draft 2025 Budget; and pre-approved a Public Service Unit operating budget increase of $255,000.00 in the Draft 2026 Budget. 

  • Adopted By-law 62-2024, being a By-law to Adopt a Public Art Policy, and directed Administration to establish a Public Art Reserve fund and public art procedures for Council consideration during the 2025 budget deliberations. 

  • Directed Administration to bring forward a plan to place awareness signs along the roads where there are known animal crossings such as endangered and non-endangered turtles.

  • Directed the Corporate Leader - Community Health and Safety Services to open exploration dialog with the school board to see if there is a workable plan for Lakeshore to have public access to the tennis court at St Peter Street and South Street.

  • Directed Administration to send correspondence to Transport Canada requesting that warning signage be erected for offshore shoals.
