Council Meeting Summary: April 28 and May 5, 2026
The following is a brief recap of the main issues and matters that Council dealt with at the meetings held on April 28 and May 5, 2026. A video recording of the meeting will also be posted at Lakeshore.ca/TV.

On April 28, Council:

Received an overview of services presentation by Enwin Utlities Ltd.

Approved the 2026 Water and Wastewater Rate Study, the updated water and wastewater rates, and the Water Financial Plan 2026-2035 and directed Administration to submit the Water Financial Plan to the Ministry of the Environment, Conservation and Parks, and prepare the 2027 draft Budgets and User fee By-law to reflect the updated rates.

Essex Region Conservation Authority – Conservation Authorities Amalgamation and Changes to the Conservation Act

Ministry of the Environment, Conservation and Parks – Proposed Amendments to the Environmental Assessment Act

Approved the establishment of a Joint Election Compliance Audit Committee with the Town of Amherstburg, Town of Essex, Town of Kingsville, Municipality of Lakeshore, Town of LaSalle, and Town of Tecumseh for the 2026-2030 term of Council.

Considered a Lakeshore Fire Service Staffing Consideration report and approved the reduction of the complement of volunteer firefighters from 100 to 90 and convert the 10 volunteer firefighter positions into two full-time firefighters to be hired in Q4 of 2026 and approved the firefighting staffing Option 3 for Administration to bring operational costing considerations in the 2027 and future Budget deliberations.

Approved a budget of $150,000, including applicable HST, to cover off ineligible costs related to external legal support with expertise in construction, procurement, and trade-agreement compliance to support the delivery of County Road 22 Sanitary Sewer Expansion (Wastewater Conveyance 1 & 2).

Approved Zoning By-law Amendment Application ZBA-04-2026 (Zoning By-law 2-2012, as amended), to rezone the lands known legally as Part of Lot 4, Concession 3, Tilbury as in R195333, save and except Part 1 on Plan 12R30361; Lakeshore being part of the Property Identifier Number 75065-0090(LT), from “Agriculture (A)” to “Agriculture Zone Exception 1 (A-1)” zone, and rezone the lands known legally as Part of Lot 4, Concession 3, Tilbury as in R195333, designated as Part 1 on Plan 12R30361; Lakeshore, being part of the Property Identifier Number 75065-0090(LT), from “Agriculture (A)” to “Agriculture Zone Exception 122 (A-122)” zone.
