Council Meeting Summary: December 9, 2025
The following is a brief recap of the main issues and matters that Council dealt with at the meeting held on December 9, 2025. A video recording of the meeting will also be posted at Lakeshore.ca/TV.
These highlights are not official minutes of the meeting and are meant solely for the purpose of general communications. The approved minutes provide the only official record of Council Proceedings and decisions.

Approved Zoning By-law Amendment Application ZBA-10-2025 (Zoning By-law 2012, as amended), to rezone the lands known legally as,

- firstly: Part of Lots 2 and 3, Concession 1 East of Belle River, designated as Part 1 on Plan 12R15954, save and except Parts 1, 2 and 3 on Plan 12R21484; Town of Lakeshore, PIN 75029-1205(LT),
-
- secondly: Part of Lot 3, Concession 1 East of Belle River, designated as Part 89 on Plan 12R21390; Lakeshore, PIN 75029-0706(LT); and
- thirdly: Part of Lot 3, Concession 1 East of Belle River, designated as Part 9 on Plan 12R15954, except Parts 8 and 9 on Plan 12R26604; Town of Lakeshore, PIN 75029-1204(LT) (collectively, the “Subject Lands”)
- secondly: Part of Lot 3, Concession 1 East of Belle River, designated as Part 89 on Plan 12R21390; Lakeshore, PIN 75029-0706(LT); and
- from “Residential Medium Density Zone Exception 11 Holding Symbol 27” (“R2-11(h27)”) to “Residential Medium Density Zone Exception 29” (R2-29) to permit an increase in the maximum lot coverage for interior triplex and single unit attached (townhouse) dwellings from 50% to 56%; and exterior triplex and single unit attached (townhouse) dwellings from 45% to 50% and the removal of Holding Symbol 27 and adopted By-law 83-2025.

Endorsed the 2025 Road Needs Study. Further, approved County Road 2 (Broadway Street) from County Road 27 (South Street) to Stuart Lane as a local road as part of the Road Rationalization and directed Administration to:

include the detailed design of the remaining portion of County Road 2 (from Seventh Street to Stuart Lane) to an urban cross section in the five year plan and request that the funds be taken from the Roads Program in the approved 2026 budget;

include the construction of this portion and the rehabilitation of the section from South Street to Seventh Street be included in the five-year plan and in the 2027 budget; and

-
advise the County of their relative portion related to the costs under the County Connecting Link Agreement (CCL) and Lakeshore's planned works for that portion of roadway.

Received the Golf Cart Pilot Project – 2025 Year-End Report for information only.

Endorsed the appointment of Don Williamson to the Essex County OPP Detachment Board North (Lakeshore, Essex, Tecumseh) as the Town of Essex’s at-large community representative for the 2026 calendar year, as approved by Essex Council on November 17, 2025.

Directed Administration to proceed with Option 2 for the Alarm Registration Program and prepare the necessary by-law for implementation. Option 2 is no registration fee and to charge $400.00 for OPP service calls and $570.00 for calls attended by Fire Services after the first initial false alarm.

Directed Administration to bring forward a waste collection bylaw that includes the following language:

Garbage storage areas shall be screened from public view; and Where commercial, industrial or multi-residential on-site garbage containers are visible from a residential property or from a public street, the area where the receptacles are being stored shall be buffered and screened from adjoining or nearby residential properties or public areas so as to minimize the effect of the nuisance.

- Directed Administration to pause enforcement related to shipping containers or sea cans until such time that the results of the community survey be received and official direction be provided.
