Council Meeting Summary: January 30, 2024

Council:

Held a public meeting under the Planning Act and approved Zoning By-law Amendment ZBA-15-2023 to rezone the lands known municipally as 1368 Rochester Townline Road from “Agriculture (A)” to “Agriculture Zone Exception 115 (A-115)”and from “Agriculture (A)” to “Agriculture Zone Exception 116 (A-116)” for the severed lands.

Held a public meeting under the Planning Act and approved Zoning By-law Amendment ZBA-18-2023 to rezone the lands known municipally as 1096 Lakeshore Road 107 from “Agriculture (A)” to “Agriculture Zone Exception 117 (A-117)” zone.

Received a presentation of the 2024 Draft Budget.

Directed the Mayor and Administration to pause the execution of the amendment to the Master Waterline Agreement, approved by Council at the January 9, 2024,regular meeting of Council, until such time that wording can be arrived at in the agreement to prevent the new waterline from servicing any net new development in the Municipality of Lakeshore.

Supported the correspondence by the Essex Solid Waste Authority regarding support for Blue Box Program Extended Responsibility for Industrial, Commercial and Institutional Sector.

Received the following Reports for Information:

Approved Option 1 to support the draft Customer Service Policy in principle and directed Administration to bring back a report with a finalized policy and a detailed procedure and further information on implementation through Customer Relationship Management & Service Management software and associated deployment costs.

Approved By-law 10-2024 to amend the Property Standards By-law to regulate light nuisance. Check out the news release online.

Awarded the contract for the purchase of a new 2024 RAVO 5-I Series Compact Sweeper, to Cubex Limited in the amount of $385,645.84; the associated rental costs in the amount of $32,520.00 for a period of two months and the extension (if required) based on equipment delivery delays up to a maximum of 6 months; andthe overage in the amount of $130,268.48, with the potential of rental costs for an additionalfour months in the amount of $62,800.00 including applicable HST) to be funded from the Vehicles and Equipment Reserves.

Approved the addition of PixellotTV to the gameday operations of the Lakeshore Canadiens Junior C team within the Atlas Tube Recreation Centre’s Rock Rink, and approved By-law 14-2024 to authorize an amending agreement with 2337338 Ontario Inc.

Approved By-law 16-2024 to authorize an extension to the Temporary Fire Chief Shared Services Agreement with The Corporation of the Municipality of Leamington.

Supported the submission by the Association of Municipal Managers, Clerks and Treasurers of Ontario (AMCTO) entitled “Looking Ahead: A Proactive Submission to Modernize the Municipal Freedom of Information and Protection of Privacy Act”.

Deferred the appointments to the Executive Committee until February 13, 2024.
