Council Meeting Summary: July 14, 2026

The following is a brief recap of the main issues and matters that Council dealt with at the meeting held on July 14, 2026. A video recording of the meeting will also be posted at Lakeshore.ca/TV.

These highlights are not official minutes of the meeting and are meant solely for the purpose of general communications. The approved minutes provide the only official record of Council proceedings and decisions.

Council:

Held a public meeting regarding Zoning By-law Amendment ZBA-09-2026 (1347 North Rear Road) and approved the amendment to rezone the lands from "Agriculture (A)" to "Agriculture Zone Exception 1 (A-1)" zone.
Reconsidered Resolution 237-09-2025 regarding Traffic Study Recommendations for Notre Dame Street (originally approved at the September 23, 2025 Council meeting); approved items 3 and 6 of the Traffic Study recommendations:
- Item 3: Install a Level 2 Type C PXO on the west leg of the Notre Dame Street and Fourth Street intersection. This will require a 15-metre no-stop restriction on either side of the PXO, removing one (1) parking space on the north side of Notre Dame Street.
- Item 6: Upgrade the existing trail crossing on Eleventh Street (north of Notre Dame) to a mid-block Type D PXO with appropriate signage and pavement markings.
Directed Administration to conduct a public open house meeting with maps and diagrams relating to items 4 and 5 of the Traffic Study recommendations:
- Item 4: Remove the eight (8) on-street parking spaces on the south side of Notre Dame Street, west of Eleventh Street (in front of Shoppers Drug Mart), and remove the three (3) on-street parking spaces on the north side of Notre Dame Street, west of Eleventh Street (in front of the Bell Canada building).
- Item 5: On-street parking along Notre Dame, east of Eleventh Street, be eliminated approximately 5.0 metres beyond the first driveway on the south side and approximately 5.0 metres beyond the first driveway on the north side.
Cancelled the tender for Notre Dame Street Traffic Improvements.

Deemed Block 68 on Registered Plan of Subdivision 12M-297 in the Municipality of Lakeshore (597 Old Tecumseh Road) as no longer forming part of a registered plan of subdivision.
Authorized the Mayor and Clerk to execute an amending agreement with Prostaff Employment Solutions Inc. for the provision of crossing guard services through the conclusion of the 2026-2027 school year.
Awarded the tender for the purchase of a New 2027 Boom Truck to Carrier Truck Centers in the amount of $560,969.21, including applicable HST; approved the over-budget amount of $60,969.21, including applicable HST, from the Vehicle and Equipment Reserves; and approved the disposal of Unit #619 in accordance with the Sale of Corporate Vehicles Policy AD-209, returning the disposal funds received to the Vehicle and Equipment Reserves.
Authorized the Executive Director, Infrastructure Services, to execute a change order increasing the contract value for the 2025 Lifecycle for Asphalt Pathways project with Springside Paving Ltd. to $133,620.55, including applicable HST, to complete the additional work identified in Schedule B (Provisional).
Awarded the tender for the 2026 Asphalt Road Resurfacing Program to Mill-Am Corporation in the amount of $2,571,180.10, including applicable HST, and authorized an additional 10% of the value of the contract to be awarded for additional road work, as approved by the Executive Director, Infrastructure Services.
Deferred consideration of the Puce Road, Major Street, Lilydale Avenue Improvement – Project Direction report to the 2027 Budget deliberations.
Directed Administration to prepare a Recreational Vehicle By-law to regulate the storage of recreational vehicles on residential properties that will include the following: permit the storage of one (1) operational recreational vehicle within a residential driveway, subject to any appropriate operational standards recommended by Administration; seasonal permissions be established such that:
- conventional recreational vehicles (including boats, travel trailers, fifth wheels, motorhomes, and similar vehicles) may be stored from April 1 to October 31; and
- winter recreational vehicles (including snowmobile trailers and similar equipment) may be stored from November 1 to March 31;
- And further that Administration bring forward the necessary amendments to remove recreational vehicle storage provisions from the Zoning By-law and incorporate them into the new Recreational Vehicle By-law; and recommend an appropriate enforcement, offence, and administrative penalty framework, including any applicable fees, for Council's consideration.
- And that pending Council's consideration of the proposed Recreational Vehicle By-law, Administration exercise enforcement discretion with respect to the existing recreational vehicle provisions of the Zoning By-law and prioritize enforcement only where there are significant health, safety, or nuisance concerns.
