Council Meeting Summary: March 10, 2026
The following is a brief recap of the main issues and matters that Council dealt with at the meeting held on March 10, 2026. A video recording of the meeting will also be posted at Lakeshore.ca/TV.
These highlights are not official minutes of the meeting and are meant solely for the purpose of general communications. The approved minutes provide the only official record of Council Proceedings and decisions.
Council:

Approved the Municipality of Lakeshore 2025 Asset Management Plan (AMP); directed the Deputy Chief Administrative Officer and Treasurer to submit the AMP to the Ontario Ministry of Infrastructure and to post on the municipal website; and directed that the financial strategies, with a 20-year phase-in as outlined in the AMP Report, be adopted and implemented in future budgets and fiscal planning and policy documents.

Received the following reports for information only:

Awarded the Tender for Patillo Road Reconstruction Project to Sterling Ridge Infrastructures Inc. in the amount of $9,864,971.58, including applicable HST; approved additional funds (including applicable HST), to be funded from the Wastewater Reserves ($508,976.91) and Water Reserves ($1,102,040.45); and delegated authority to the Executive Director, Infrastructure Services to enter into contract approvals to a maximum amount of $600,000.00 pertaining to On-site Engineering and Contract Administration and a maximum amount of $101,760.00 to purchase traffic signal materials from the County of Essex.

Awarded the Request for Proposal (RFP) No. CP-26-002 for Professional Services for the County Road 22 Sanitary Sewer Expansion Project (Wastewater Conveyance 1 & 2) for the Municipality of Lakeshore to Jacobs Consultancy Canada Inc. for a total cost of $13,789,020.11 ($10,789,020.11 base bid with a contingency allowance of $3,000,000.00), including applicable HST; and approved an additional budget of $129,120.04 to be funded from the Wastewater Reserves.

Endorsed the County Road 22 Sanitary Sewer Expansion (Wastewater Conveyance 1 and 2) project to meet the requirements set forth under the Housing-Enabling Water Systems Fund (HEWSF) as required, through annual budget allocation commencing in 2025 up to and including 2029.

Supported the Elect Respect pledge and commits to:

Treat others with respect in all spaces—public, private, and online;

Reject and call out harassment, abuse, and personal attacks;

Focus debate on ideas and policies, not personal attacks;

Help build a supportive culture where people of all backgrounds feel safe to run for and hold office;

Call on relevant authorities to ensure the protection of elected officials who face abuse or threats; and
-
Model integrity and respect by holding one another to the highest standards of conduct.

And calls on elected officials, organizations and community members to support the Elect Respect campaign and sign the online pledge at electrespect.ca.

Adopted the following by-laws:

- By-law 17-2026, Being a By-law to Authorize an Agreement with His Majesty the King in right of Ontario as represented by the Minister of Infrastructure (Housing-Enabling Water Systems Fund).
- By-law 18-2026, Being a By-law to Authorize an Agreement with His Majesty the King in right of Canada as represented by the Minister of Housing and Infrastructure and Minister responsible for Pacific Economic Development Canada.
- By-law 19-2026, Being a By-law to Confirm the Proceedings of the February 24, 2026 Council Meeting.

Directed Administration to bring back a report to amend the Parking By-law to broaden the towing authority so that it applies where a vehicle is in contravention of the Parking By-law in all areas of Lakeshore.
