Council Meeting Summary: March 19, 2024

The following is a summary of issues and matters that Council dealt with at the meeting held on March 19, 2024.

These highlights are not official minutes of the meeting and are meant solely for general communications. The approved minutes are the only official record of Council Proceedings and decisions.  

Council: 

  • Held a public meeting under the Municipal Act, 2001 and authorized the reduction of taxes under section 357 of the Municipal Act, 2001 totaling $2,966.57 for adjustments affecting the 2021, 2022, 2023 taxation years. 

  • Held a public meeting under the Planning Act and approved Zoning By-law Amendment ZBA-16-2023 to amend Zoning By-law 2-2012 to reduce the Minimum Exterior Side Yard setback requirements in the R2 zone from 4.5m to 3.5m and to increase the Maximum Lot Coverage from 35% to 40% for all semi-detached lots in the subdivision (lots 10 to 14, 18 to 22 and 28 to 52 inclusive on Registered Plan of Subdivision 12M-698). 

  • Approved By-law 38-2024 to authorize the execution of a Subdivision Agreement with the Owner for the 1156756 Ontario Ltd. subdivision, River Ridge Phase 10. 

  • Received a presentation by Jim Ghanam and directed Administration to meet with Mr. Ghanam to discuss his proposal for the marina.  

  • Supported the resolution by the City of Quinte West regarding Housing Funding and directed Mayor Bailey to send a similar letter to the Province. 

  • Received the Treasurer’s Statement for 2023 Council and Appointee Remuneration and Expenses.  

  • Approved By-law 29-2024 to establish the 2024 Municipal Tax Levy and Tax Rates. 

  • Approved By-law 24-2024 to authorize a Digital Radio-Communication System Contract Extension 2024 Fire Department Radio System Lease Extension. 

  • Approved By-law 34-2024 to authorize the Chief Building Official to enter into a conditional building permit agreement with Manning Developments Inc. (MDI) for a 10 Townhouse proposal on lands at 1650 Manning Road legally described as Part of Lots 2 and 3 Concession West of Pike Creek, designated as Part 1 on Plan 12R27279, save and except Parts 1 and 2 on Plan 12R27653; Town of Lakeshore, being all of the Property Identifier Number 75008-0812(LT); satisfactory in form to Legal Services, and satisfactory in technical content to the Chief Building Official. 

  • Approved By-law 35-2024 for the assumption of developed roadways and municipal services for Forest Hills Phase 4A and River Ridge Phase 7A. 

  • Approved By-law 36-2024 to authorize the execution of a Municipal Access Agreement (MAA) between the Municipality of Lakeshore and North Frontenac Telephone Company (NFTC). 

  • Directed Administration to proceed with the implementation of Phase 1 of the recommended HONI Community Benefit Projects on page 67 of the agenda only (page 4 of the report), with an additional $5,000 to be provided to the Comber Agricultural Society for a fireworks display. Council directed Administration to bring phased reports in line with the Community Support Agreement milestones and to continue to work with the Comber Agricultural Society for potential improvements to the fairgrounds. 

  • Adopted the updated Quality Management System (QMS) Operational Plan, March 2024 in accordance with the Safe Drinking Water Act which mandates the requirement to implement a Drinking Water Quality Management Standard (DWQMS) in Ontario; and authorized the Mayor and Top Management and the Overall Responsible Operator to execute the Commitment and Endorsement of the QMS Operational Plan by the Owner (Council) and Operating Authority (Top Management) as required under DWQMS Element 3 – Commitment and Endorsement. 

  • Adopted the new Procedure By-law 8-2024. 

  • Adopted By-law 32-2024, being a By-law to Amend By-law 99-2022, Boards and Committees By-law (amendment for new Essex County OPP Detachment Board North).
