Council Meeting Summary: November 18, 2025

The following is a brief recap of the main issues and matters that Council dealt with at the meeting held on November 18, 2025. A video recording of the meeting will also be posted at Lakeshore.ca/TV. 

These highlights are not official minutes of the meeting and are meant solely for the purpose of general communications. The approved minutes provide the only official record of Council Proceedings and decisions.  

Council: 

  • Reconsidered Resolution #171-06-2025 from the June 24, 2025 Council meeting, which directed Administration to issue a Request for Expressions of Interest (EOI) for the development of 396 River Ridge Drive. Council then withdrew Resolution #171-06-2025 and directed that Administration, with support of Lakeshore Horizons, develop/enhance a Municipal Land Policy to protect and preserve parkland and ensure transparency and community input into any future decisions. 

  • Approved Zoning By-law Amendment Application ZBA-05-2025 (Zoning By-law 2-2012, as amended), to rezone the lands known legally as, Part of the North Half of Lot 22, Concession 9, Tilbury, save and except Parts 1 and 2 on Plan 12R30188; Lakeshore being part of the Property Identifier Number 75079-0058(LT), from “Agriculture (A)” to “Agriculture Zone Exception 1 (A-1)” zone and adopted By-law 70-2025; 

  • Approved Zoning By-law Amendment Application ZBA-11-2025 (Zoning By-law 2-2012, as amended), to rezone the lands known legally as, Part of the North Half of Lot 13, Concession North of Middle Road, Rochester, save and except Part 1 on Plan 12R30224; Part of Lot 14, Concession North of Middle Road, Rochester as in R1008922; Lakeshore, being part of the Property Identifier Number 75055-0014(LT), from “Agriculture (A)” to “Agriculture Zone Exception 1 (A-1)” zone and adopted By-law 75-2025; 

  • Adopted By-law 87-2025, Being a By-law to Confirm the Proceedings of the October 28 and November 4, 2025 Council Meetings  

  • Directed Mayor Bailey to send a letter to the Ministry of the Environment, Conservation and Parks regarding opposition to the proposed boundaries for the regional consolidation of Ontario’s conservation authorities.
