Council Meeting Summary: September 23, 2025

Council:

Traffic Studies Update and Recommendations – Received a presentation from Paradigm Transportation Solutions Limited, and passed several resolutions related to signage and speed limits on local roads. For a full list of resolutions, read the Meeting Agenda minutes.

Received the following items for information only:

Approve the Tile Loan application submitted by Jeremy Reaume for tiling work to be performed at 5609 Comber Sideroad (Roll No. 960000018000000) in the amount of $50,000.00, including HST, subject to provincial funding as presented at the September 23, 2025 Councill meeting.

Award the Request for Proposal (RFP) for the Leak Detection and Pressure Monitoring Project to Digital Water Solutions Inc. in the amount of $135,696.96 including applicable HST, as presented at the September 23, 2025 Council meeting.

Award the Tender for the 2025-2026 Bridge Replacement Project to Rudack Excavating Inc. in the amount of $1,319,725.44, including applicable HST; and

Delegate authority to the Corporate Leader – Operations to enter into contract approvals to a maximum amount of $356,567.04 pertaining to On-site Engineering and Contract Administration ($111,567.04), soil and materials testing ($40,000.00), permits ($5,000.00) and excess soils ($200,000.00), as presented at the September 23, 2025 Council Meeting.

Direct the Clerk to read By-law 62-2025, being a By-Law to authorize the Mayor and Clerk to execute a Master Service Agreement (MSA) between the Municipality of Lakeshore and GTel Engineering Inc, during the Consideration of By-Laws, as presented at the September 23, 2025 Council meeting.

Direct the Clerk to read By-law 63-2025 during the Consideration of By-laws, for the assumption of developed roadways and municipal services for River Ridge Phase 7B and Forest Hills Phase 4B, as presented at the September 23, 2025 Council meeting.

Approve an extension of the Crossing Guard Agreement with ProStaff Employment Solutions Inc. to the end of the 2025/2026 school year, and that the Mayor and Clerk be authorized to execute an amending agreement, satisfactory in form and content to the Corporate Leader – General Counsel, as presented at the Council meeting held on September 23, 2025.

Award the tender for the Stoney Point Community Park Improvements to Barrineti Construction Ltd. (Option 1), minus the cost of the trees

Delegate authority to the Corporate Leader – Operations to enter contract approvals to a maximum amount of $250,000.00 pertaining to On-site Engineering and Contract Administration by the current design team ($200,000) and Material testing during construction ($50,000); and

Approve the variance (based on Option 1) including applicable HST, to be funded from the Parkland Dedication Reserve, all as presented at the September 23, 2025 Council meeting.
