Lakeshore Hires New Executive Director of Human Resources

The Municipality of Lakeshore is excited to announce the appointment of Norbert Wolf as the new Executive Director of Human Resources, beginning February 17, 2026.

Wolf has more than 20 years of senior HR leadership experience across municipal, manufacturing, and corporate environments. Most recently, he served as Employee Relations Manager with the City of Windsor, which included providing guidance and leadership on labour relations strategy, governance, and organizational risk. His background includes executive HR leadership roles with Saputo Dairy Products Canada, Kellogg’s Canada, Purolator, and Alpine Building Maintenance, where he led large, unionized, and non-unionized workforces, strengthened succession planning, advanced workplace health and safety, and positioned HR as a trusted strategic partner. 

“I am excited to be joining Lakeshore and working with the team there,” Wolf said. “I’m looking forward to building the relationships needed to tackle the challenges ahead, while fostering a culture of excellence in service to the public and residents of Lakeshore.”

In his role as Executive Director of Human Resources, Wolf will be a champion of people and culture and play a critical role in fostering an inclusive, engaged, and high-performing workforce that enables Lakeshore to achieve its strategic goals and deliver exceptional public service.
