Lakeshore Welcomes Key Staff to the Lakeshore Horizons Project

The Municipality of Lakeshore will welcome two new senior staff members to the Lakeshore Horizons initiative, with both starting the week of October 6, 2025. 

Nicole Anderson will join Horizons as the Community Development Officer, while Kendra Fry will serve as the Transformation Lead. Both will play a role in transforming Lakeshore’s planning and development processes as well as implementing Lakeshore’s Housing Accelerator Fund initiatives. 

"We are incredibly excited to welcome Nicole and Kendra to the Lakeshore Horizons team. Their work will be critical as we create a Comprehensive Development System that increases access to housing and helps us build the future of Lakeshore in partnership with the residents of our communities,” said Mayor Tracey Bailey.  

“Embedded across the full C4C and Lakeshore project team, Kendra and Nicole will provide important leadership and linkages to help ensure the success of Lakeshore Horizons. Both bring unique and broad experience and expertise in municipal and housing sectors, and we are fortunate to have them joining us,” said Centre for Cities Director Dr. Anneke Smit.   

Nicole Anderson brings extensive experience in project leadership, economic development, and systems-level change management. Most recently, she served as Senior Economic Development Officer for the City of Windsor, where she led the Strengthen the Core downtown revitalization strategy. 

In her new role with Horizons as Community Development Officer, Anderson will help to develop and lead the municipality’s approach to place-based economic development, tied closely to the housing and infrastructure reforms taking place under Lakeshore Horizons.  

Kendra Fry also brings significant experience in community-based housing initiatives and policy. She previously served as the Space Regeneration Lead for Relèven, a charity which repurposes underutilized churches into community hubs and affordable housing. Fry is also the Housing Specialist for the City of Stratford, who looks forward to collaborative approaches to learning across municipalities. 

In her new role with Horizons as Transformation Lead, Fry will support change management and development of systems ushered in under Lakeshore Horizons.

Lakeshore Horizons is formed by a partnership with the Municipality of Lakeshore and the Centre for Cities (C4C) at the University of Windsor's Faculty of Law, which is aimed at modernizing Lakeshore's planning and development process, including implementation of Lakeshore’s Housing Accelerator Fund (HAF) initiatives.

The University of Windsor and the Municipality of Lakeshore signed a Memorandum of Understanding (MOU), combining strengths to drive meaningful impact across the region.
