Rousseau to Return to Role as Lakeshore’s Interim CAO
At the meeting on February 24, 2026, Lakeshore Council appointed Justin Rousseau to return to his role as Interim Chief Administrative Officer until March of 2027.
Rousseau has served the Municipality of Lakeshore since 2021, when he was named Chief Financial Officer. In 2024, he became the Deputy Chief Administrative Officer/Chief Financial Officer and served a term as Interim CAO.
“Justin has provided steady leadership to the municipality, and we appreciate his ongoing service to our residents, staff, and organization,” said Mayor Tracey Bailey. “The role of CAO is closely tied to the goals of Council and, given the upcoming Municipal Election, we felt it was proper to give the next term of Council the opportunity to select a permanent CAO that is best suited to their needs and strategic goals.”

I am proud to lead Lakeshore and serve our residents during this important period,” said Justin Rousseau.
Justin grew up in Essex County, earned a Bachelor of Commerce from the University of Windsor, and began his municipal career in 2014 as Director of Finance for the Town of Amherstburg. He is a Chartered Professional Accountant and most recently earned a Master's Certificate in Municipal Leadership from York University.
