Description of Proposed Plan of Subdivision

The County of Essex (Approval Authority) has received and deemed complete an application for a Draft Plan of Subdivision and Condominium. The subject property is currently vacant and is designated ‘Hamlet’ and zoned ‘Hamlet Residential (HR)’ in Lakeshore’s Zoning By-law 2-2012. The applicant has applied for Draft Plan of Subdivision and Condominium Approval to permit ten (10) single detached dwelling units, thirteen (13) blocks for twenty-six (26) semi-detached dwelling units, and one (1) block for a stormwater management facility. At the same time, the condominium application is seeking draft plan approval for a common elements’ condominium for long term environmental protection for lands municipally known as 1714 Oriole Park Drive.

Council Meeting: Tuesday, October 6th, 2026 at 6:00 PM, or as practical thereafter

The County has requested that this matter be brought forward to Council seeking a resolution of support. Based on recent changes to the Planning Act, this is not a statutory public meeting and this notice is provided for information purposes. The draft plan of subdivision application will be considered for Council’s support at a regular Council meeting which will be held in a hybrid manner, offering both in-person and virtual attendance. Any Person may attend the Public Meeting to make written or verbal representation in support of or in opposition to the proposed application. If you wish to be notified of the decision of the County of Essex in respect of the proposed application, you must make a written request to the County of Essex, c/o Rebecca Belanger, Manager of Planning, County of Essex, 360 Fairview Avenue West, Essex, Ontario, N8M 1Y6 and indicating the County of Essex File Number: 37-T-26006 & 37-CD-26001.

If a person or public body does not make oral submissions at a public meeting or make written submissions to the County of Essex in respect of the proposed plan of subdivision before the approval authority gives or refuses to give approval to the draft plan of subdivision, the person or public body is not entitled to appeal the decision of the County of Essex to the Ontario Land Tribunal.

If a person or public body does not make oral submissions at a public meeting, or make written submissions to the County of Essex in respect of the proposed plan of subdivision before the approval authority gives or refuses to give approval to the draft plan of subdivision, the person or public body may not be added as a party to the hearing of an appeal before the Ontario Land Tribunal unless, in the opinion of the Tribunal, there are reasonable grounds to do so.
