A Community Improvement Project Area is an area of the municipality designated to receive rehabilitation and unique community improvements, such as building façade and streetscape enhancement. In 2008 Council designated a Community Improvement Project Area in Lakeshore. This area is generally bounded by Rourke Line Road westerly, Eleventh Street easterly, St. Peter Street southerly and the marina and Lake St. Clair northerly.
Our Community Improvement Plan outlines the strategy for bringing community improvements to this area. Both public and private lands are included in the strategy.
Municipality Initiatives
The municipality has provided leadership and support to the Community Improvement Project Area through a number of initiatives. For example, Urban Design Guidelines were established for County Road 22 which outline the municipality’s intent with respect to land use, built form, streetscape, parking, landscaping and other urban design matters. Moreover, streetscape capital projects were executed to provide amenities and improved aesthetics for Notre Dame Street, First Street and South Street.
Financial Incentive Programs
There are financial incentive programs available to business and property owners as part of the Community Improvement Plan. Community Improvement Plan Design Guidelines
The Community Improvement Plan Design Guidelines supports the implementation of the Community Improvement Plan by ensuring improvements are desirable for the Community Improvement Project Area. The guidelines apply to the historic core of the Community of Belle River and extending east along Notre Dame Street to Eleventh Street. The municipality will use the guidelines to evaluate applications for financial incentives and in its review of site plan applications. Potential applicants for financial incentives are encouraged to be familiar with the guidelines to ensure that their project design maintains the principles.
Detailed Urban Design Guidelines have been prepared for the County Road 22 Corridor (west of the Belle River bridge). The County Road 22 Corridor Urban Design Guidelines is intended to provide design guidance for development proposals in this area.
