Before applying, please review our Lottery Eligibility information.

If you have not been issued a lottery licence with the Municipality of Lakeshore, please complete the eligibility form for New Applicants in Step 1. Once you have received approval from the Municipality you may advance to Step 2.

If you have received a lottery licence from the Municipality within the year and do not have an annual eligibility update due, you are a Returning Applicant.  Please proceed to Step 2.

If you have completed your lottery event and look to submit your report, please proceed to Step 3.

Step 1:  New Applicant

New applicants are required to review and submit the following:

• Eligibility Form;
• Appointment of Designated Signing Officers
• Appointment of Bona Fide Officers; and
• Supporting documents.

The Municipality will review your application and notify your contact of your organization’s eligibility to conduct a lottery.

The eligibility review could take up to 30 business days to complete.  Applications requiring additional information will be returned to the applicant.

Once approved you may continue to Step 2.

Step 2: Eligibility Approved or Returning Applicants

A returning applicant is an organization that has an active eligibility approval from the Municipality of Lakeshore within the past two years.

If you have not been issued a permit to participate in cGaming in the Municipality of Lakeshore in the past two years your are a New Applicant and must complete the cGaming eligibility in Step 1.  Once you've received the eligibility approval letter from the municipality you may advance to Step 2 to be considered for placement at the cGaming Centre.

Once you have received your cGaming approval, proceed to Step 3 to apply for a cGaming permit.

If you're currently participating at the cGaming Centre, proceed to Step 4 to submit your cGaming monthly reports.

Note: The cGaming Eligibility and Use of Proceeds Guidelines will be referenced by the Municipality in the assessment of the organization's eligibility and use of proceeds.

Step 2: Confirmation of Eligibility to the cGaming Centre

Subject to availability, your organization will be considered for placement at the cGaming Centre in Lakeshore.  If no availability exists, your organization will be placed on a waiting list.

To be placed at the cGaming Centre or on the waiting list, you must:

• Provide a completed cGaming Bona Fide Member Volunteer List
• Submit a Letter of Intent, confirming your organization's commitment to the cGaming model.
• The letter must be on letterhead, dated and signed by two principal officers who have signing authority on behalf of your organization.

Prior to being placed, your organization must attend a cGaming orientation with at least two of the organization's principal officers.  You will be contacted with details of the orientation.

When placed at the cGaming Centre, the Municipality will provide you with a letter of confirmation and further instructions.  If placed on the waiting list, the Municipality will contact you once you are selected

Step 3: cGaming Permit Application Process

Once your organization has been approved, you must apply for a cGaming permit.  To do so, you must:

• Contact the cGaming Centre Charity Coordinator at the cGaming Centre, identified in the organization's placement confirmation letter to schedule the bona-fide member (volunteer) training.
• Set-up a separate cGaming business bank account, see excerpts from the Policies and Standards for Charities - section 12 Banking Requirements
• Complete cGaming Permit Application
• First time applicants may submit their permit application online.  For subsequent cGaming permit application submissions, forward to the cGaming Centre Charity Coordinator.

Step 4: Submitting Reports

As a requirements, a monthly report is due no later than 45 days after the end of the previous month (for example, the January report is due mid-March).  You are required to submit the reports online.  Download a step by step guide on how to submit a report.  Report submission must include the following:

• cGaming Monthly Report 
• Bank Statements
• Supporting documents.

Supporting documents should include any relevant documentation relating to your organization's activities during the reporting period, such as:

• Invoices or receipts
• Electronic Funds Transfer (EFT) confirmation receipts
• Cheque images (front & back) cleared by the financial institution

Non-profit, charitable organizations submitting new eligibility review applications or cGaming permit applications can be done online, in-person or by mail.

You must book an appointment at the Town Hall - Civic Affairs Division, 419 Notre Dame St., Belle River, Ontario.  Walk-ins will not be accepted.

You must bring a completed application as applications will not be accepted unless all the required documents are provided.  Bring hard copies of all documents and forms.  Digital copies of documents will not be accepted.

The cGaming Centre Charity Coordinator’s role is to support the charitable Gaming Centre Association (CGCA) which is comprised of all the charitable/non-profit organizations participating at the cGaming Centre.  Their responsibilities as they relate to the municipality include:

• providing the Municipality with monthly distribution reports; and
• coordinating the six-month permit renewal process
• training Bona Fide members

cGaming Centre Charity Coordinators submit monthly distribution reports and six-month permit renewals to the Municipality. 

Ontario Lottery and Gaming Corporation (OLG)

• Conduct and manage the cGaming Centre through a contract with Service Provider (operator of cGaming Centre).

Ontario Charitable Gaming Association (OCGA)

• Provide support to charities; and
• Develop policies and procedures, in consultation with OLG and municipalities.

Municipality

• Determine eligible applicants;
• Issue permits;
• Determine based on financial need, the number of participation assignments allotted to charity; and
• Monitor use of proceeds.

Charitable Gaming Centre Association (CGCA)

• Comprised of all organizations participating at a cGaming Centre.

Charitable, Non-profit and/or Religious Organization

• Provide bona fide members to attend and participate at cGaming Centre;
• Comply with permit requirements; and
• Submit completed monthly report.
