2022 Budget Information
Council for the Municipality of Lakeshore officially approved the draft 2022 Budget on Tuesday, February 1.
The Budget earmarks operating expenditures of $53.6 million with an estimated $17.1 million in offsetting revenue from grants, user fees, and investment returns.
An additional $19 million is planned for capital projects, which will be funded by transfers from reserves or the issuance of long-term debt.
On average, the 2.4 per cent increase in tax rate will add $35 to the municipal portion of property tax bills. When factoring in County and estimated School Board levies, property tax owners can expect to pay an additional $52 per year, or $4.33 per month.
“As a Council, we know that many of our community members and business owners have had a difficult couple of years dealing with the pandemic. With that in mind, we sought to reduce the budget’s impact on taxpayers wherever we could,” said Mayor Tom Bain.

Capital Highlights
The $19 million capital budget includes the following projects:
- $675,000 for road surface treatments
- $100,000 for sidewalk replacements
- $1,000,000 for gravel road conversions
- $1,100,000 for lifecycle asphalt road resurfacing
- $280,000 for stormwater monitoring, emergency pump, and modelling software
- $612,000 for design of watermain replacement on Comber Side Road
- $870,000 for design work for Puce Road, Major Street and Lilydale Avenue
- $1,800,000 for Puce Road reconstruction
- $67,500 for community visioning and design of Stoney Point Park and community hub
- $250,000 for improvements at St. Clair Shores Park
- $150,000 to update the Transportation Master Plan
- $10,000 for new tree planting in Maidstone Park

The Scoop on Fill
By-Law 60-2020 states that no fill or alteration of land shall occur without first obtaining a permit from the Municipality of Lakeshore’s Building Division.

Off-Road Vehicles Prohibited from Local Parks & Trails
In 2021, a number of Lakeshore parks were damaged by careless Off-Road Vehicle (ORV) drivers. These vehicles are prohibited from driving on:
- Local parks, beaches and sports fields
- Railroad tracks
- Private property (unless approved by owner)

Residents who witness ORVs trespassing should record information, such as vehicle make, colour, and license plate, and contact the Lakeshore OPP at 519-728-1810 or 1-888-310-1122.
Property Tax Bills & Payments
All property owners should have received their interim property tax bill in January.
Interim tax bills are 50% of the taxes paid in the previous year, with payments due on the last business day of February and April.
Final tax bills, mailed in June, are based on the 2022 tax rates and current assessed value of your property. This year, final tax bill payments are due July 29 and October 31.
Supplementary tax bills are issued throughout the year to owners of new properties or properties which have had additions, renovations, or other physical alterations not captured in the other bills.
Lakeshore offers a number of convenient payment methods, including:
- In-person using cash, debit, or cheque (mail and drop box payments by cheque also available)
- Pre-authorized payment plans (PAP)
- Telephone or online through your financial institution
- Online by credit card (subject to a 2.5% user fee)
- Directly through your mortgage company

Calling all dog owners! Don’t forget, dog tags must be purchased every year for each dog in your possession. Tags can be purchased online or at the Municipal Office. All payments made after March 31 will be subject to a $10 late fee.
2022 Municipal Election
Voters in the Municipality of Lakeshore will head to the polls in 2022. Check out some of the key dates below:
- May 1: First day for candidate nominations and third-party advertiser registrations
- August 19: Nomination Day (final day for candidate nominations, deadline of 2:00 PM)
- October 24: Voting Day
- November 15: New term of Council begins

Water Meter Replacements Coming Up
Lakeshore’s Lifecycle Water Meter Replacement program begins this year.
The program, approved by Council in October of last year, will see the replacement of 4,500 water meters which are nearing the end of their lifecycle.
To carry out the program, Lakeshore has partnered with Neptune Technology Group.
Affected residents and properties will receive information in advance with more details, including how property visits will be scheduled.
