Public Works Permits now online!

New in 2026, Lakeshore's Public Works Permit process is now online using the Citywide platform.

To apply for a Public Works Permit, visit Citywideportal.com, sign up for an account, click "Select Client" then find "Municipality of Lakeshore" under the location list.

Applicants should read the information below understand the information and documents you will need to submit a permit application. Visit the "What You Need To Apply" section for details.

Public Works Permits are required for work taking place within the municipal road allowance or where work may impact municipal infrastructure, roads, sidewalks, boulevards, drainage systems, or other municipal services.

Permits help ensure work is completed safely, properly, and in accordance with municipal standards.

When is a a Public Works Permit required?

A permit may be required for:

  • Driveway entrances or driveway alterations
  • Culvert installations or replacements
  • Work within the municipal right-of-way
  • Municipal drain or storm sewer connections
  • Any work that may affect roads, sidewalks, boulevards, ditches, drainage, or other municipal services.

Fees

Current Public Works permit fees can be found in the Public Works Services portion of Lakeshore's User Fee By-law, which is updated annually.

Fees may include and application fee and indemnity deposit.

The indemnity deposit may be refunded following final inspection, provided there is no damage to municipal property and all work has been completed to the satisfaction of the Operations Division.

What You Need to Apply

Applicants may be required to provide:

  • Completed permit application
  • Site plan or sketch of the proposed work
  • Contractor information, if applicable
  • Photos or supporting documents
  • Payment of applicable fees and deposits

Inspections

Some permits require inspections before, during, and/or after construction. For driveway work, applicants must request a pre-pour inspection prior to pouring concrete or asphalt.

Once an inspection request is received, staff have up to five business days to attend.

Failed inspections will result in a re-inspection fee, included in the Flat Fee section of the User Fee By-law.

Applicant Responsibilities

Permit holders are responsible for ensuring that:

  • Work does not begin until a permit has been issued
  • All work follows municipal standards and by-laws
  • Municipal infrastructure is protected from damage
  • Drainage is not directed onto the roadway
  • Required inspections are requested
  • Any deficiencies are corrected before the permit is closed

How to Apply

Applying for a public works permit is simple:

  • Complete the application through the portal
  • Upload all required documents, including supporting documents
  • Submit your application for review
  • Applications are reviewed prior to payment. Once staff have reviewed the proposed work, applicants will be contacted with payment instructions and any additional requirements.
