County Road 22 Sewer Expansion Project
Project Overview
The County Road 22 Sewer Expansion Project supports the implementation of Lakeshore’s Water and Wastewater Master Plan and will involve the design and construction of the new sanitary sewer and pump stations along County Road 22 to service the western portion of the Municipality of Lakeshore. The purpose of the project is to enhance the wastewater system, promote growth, and enable housing. The project is supported by investments from Government of Canada’s Canada Housing Infrastructure Fund (CHIF) and the Government of Ontario’s Housing-Enabling Water Systems Fund (HEWSF) and will be constructed in two stages over the next five years.
The total cost of the County Road 22 Sanitary Sewer Expansion Project is $92 million. The project is being funded through a combination of federal and provincial grant funding and municipal contribution.
The Government of Canada will contribute $36.8 million through CHIF. The Government of Ontario will contribute $32.3 million through HEWSF. The Municipality of Lakeshore is currently responsible for providing $22.9 million in funding and is actively pursuing additional grant funding opportunities to reduce the overall financial burden on municipal resources.
County Road 22 Sewer Expansion Project Phases
Contract 1:
Housing-Enabling Water Systems Fund (HEWSF) & the Canadian Housing and Infrastructure Fund (CHIF)
Project Status: Design is underway
Expected Construction Start: Summer 2027
Completion Date: March 31, 2029
Total Cost: $44.2 million
Supported by Housing-Enabling Water Systems Fund (HEWSF) and Canada Housing and Infrastructure Fund (CHIF), Contract 1 will support critical investments in Lakeshore’s wastewater infrastructure that will make new housing possible and help enable approximately 2,500 new homes in the Municipality of Lakeshore. This portion of the project will include:
- 4.3 kilometres of new trunk sewer along County Road 22, from Rourke Line Road to Old Tecumseh Road, County Road 2.
- New pump stations along County Road 22 and upgrades to existing pump stations.
- Local sewer improvements and pipe upgrades:
- 700 metres along Puce Road
- 400 metres along IC Roy Drive
- 200 metres along Mancini Drive
- 200 metres along Poplar Drive
Contract 2:
The Canadian Housing and Infrastructure Fund (CHIF)
Project Status: Design is underway
Expected Construction Start: Fall 2029
Completion Date: September 30, 2031
Total Cost: $47.8 million
Supported by Canada Housing and Infrastructure Fund (CHIF), Contract 2 will support critical investments in Lakeshore’s wastewater infrastructure that will make new housing possible and help enable approximately 11,000 new homes in the Municipality of Lakeshore. This portion of the project will include:
- 5,900 metres of new trunk sewer along County Road 22, from Old Tecumseh Road to West Pike Creek Road.
- New pump stations along County Road 22 and upgrades to existing pump stations.
- Pipe upgrades:
- 400 metres along Patillo Road
- 1,100 metres along Amy Croft Drive
Municipal Class Environmental Assessment (EA) Process
The County Road 22 Sewer Expansion Project is being carried out in accordance with the Municipal Engineers Association's (MEA) Municipal Class Environmental Assessment (EA) process.
The EA process provides:
- A mechanism for the Municipality to fulfill their responsibilities to the public by taking into account the environmental setting, local public interests, and unique project requirements;
- A consistent, streamlined and easily understood process for planning and implementing infrastructure projects; and
- The flexibility to tailor the planning process to a specific project taking into account the environmental setting, local public interests, and unique project requirements.
The County Road 22 trunk sewer alignment has been finalized through the 2024 WWMP, and is not being reconsidered as a part of this study. This EA focuses on identifying the preferred number and location of sanitary pumping stations required to service the County Road 22 trunk sewer. This EA will:
- Review alternative pumping station quantities and locations;
- Assess technical, environmental, social/cultural, and economic considerations;
- Consult with the public, review agencies, Indigenous communities, and stakeholders; and
- Identify a preferred pumping station solution for implementation.
Public input is an important component of the Municipal Class EA process. The Municipality will provide opportunities for residents, Indigenous communities, and other stakeholders to review project information, provide feedback, and stay informed throughout the duration of the project.
