The Ministry of the Environment, Conservation and Parks (MECP) has recently introduced a modernized approach to the Environmental Compliance Approval application process, now called the Consolidated Linear Infrastructure Environmental Compliance Approval (CLI ECA). The MECP issued Lakeshore’s CLI ECA on November 1, 2022, making this the effective date of the download of responsibility for these approvals.
In an attempt to streamline this process, the Municipality of Lakeshore has implemented an online application process to assist Developers seeking approval from the Municipality under the new CLI ECAs governing the municipal sewage collection system and stormwater management system. You will find each below. Additionally, the Form 1 – Watermain application has been integrated into this process for ease of submission.
These forms must be completed by the Developer and their Engineering Consultant (similar to the former MECP C of A Application). In addition please note the new post-construction requirements as outlined by the MECP related to this process.
Application Process
1. Complete the relative online application form(s) in the links provided below, specific to your request for approval.
2. Once the application is complete, an email will be sent to the Applicant with instructions to upload all completed MECP forms, reports and design drawings. The Applicant must click 'Done' in the email once the documents are uploaded to initiate the review process.
3. A review of the submission package will be completed and any comments and/or approvals will be sent to the Applicant electronically via email. It should be noted that resubmission may be required based on the comments provided.
4. The Applicant will be invoiced directly for any applicable fees for the CLI ECA review and approval process once the review is completed, prior to issuance of approval.
